While a separate regional economic organization in the Middle East had seemed an 'awkward' but necessary expedient during the war, he looked upon its continuation in the postwar world as unwise. Not only was its political utility suspect but it was also administratively 'extravagant', complicated, and would create a two-tiered diplomatic structure. 64 As an alternative, he proposed the strengthening of local embassies and legations in such a way that technical advisers be made clearly subordinate and directly associated to them.
