That capacity is embodied in institutions and people; thus the second instrument is capacity building. Neither of these first two instruments emphasizes the transfer of financial resources, but of course financial support is an important tool for development assistance.
These include measures of the investment climate, governance indicators, and measures of the degree of participation by poor people in growth. The World Bank is helping countries to obtain numerical assessments of these processes, most recently by upgrading its program of micro-level surveys. In the past, the Bank has led the way in developing careful, comparable household surveys to help measure key outcomes, such as consumption, employment, and poverty reduction. More recently, it has launched systematic programs to develop surveys of key factors in the processes driving development.
